This paper discusses the nature of global terrorism since 2001. It argues that terrorism is liquid in nature as it is characterized by an ever-increasing disorder - it is decentralized and unconventional. It further explores the connection between international policy and domestic radicalization and points out that whatever actions are taken, in whatever sphere, they have a global resonance, raising profound challenges of policy that governments are yet to acknowledge.
