This paper discusses development cooperation and focuses in particular on the effectiveness of aid. It examines the operating principles for donors and recipient governments established by the Paris Declaration to guide the development cooperation, and notes that, while the principles are broadly sound, they cannot address all potential challenges, especially in agriculture. It further sets out areas of development cooperation that require more focused attention.
