This paper discusses the community-based worker's system as an alternative to delivering services to rural communities. It argues that community-based services offer the potential to help improve quality of life and reach many more people than governments do by using the same limited financial resources available to those governments. It calls for scaling-up such an approach by rethinking service provisions and by investing in the capacity of civil society.
