This essay suggests a different approach to regional integration focused directly on the environment for investment, rather than on trade. The author explains why he thinks that the solution for regional integration lies in a collective effort to set common standards, based on international norms, for reducing regulatory, tax and legal barriers to domestic and foreign investment.
