This briefing paper offers an analysis, based on public opinion surveys, on Ghanaians' perception of deficits in the accountability and transparency of local government administration. The paper shows that these deficits seem to be key drivers for the desire by a large segment of the population for local government chief executives to be elected by voters in the district.
