This paper addresses the inclusion of disabled people in rural development programs in India. It explores how livelihood-based approaches can improve access by the disabled to resources and entitlements. The paper suggests that livelihood approaches to development that focus on both land and non-land based development, and that support migration to urban areas, offer some prospect for incorporating the disabled in development activities.
