This paper discusses the challenges in addressing ecological concerns in rural development policies where the most pressing issue is not conservation but livelihoods. It argues that rural development problems are closely related to those of environment, and that, the environmental issues are related to those of livelihoods. It provides a conceptual framework for understanding the issues and ways of dealing with them using a problem-centered and stakeholder approach, and suggests that, low-cost and practical mechanisms need to be implemented and adapted in specific local contexts.
