This paper discusses the role of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITIES) treaty on conservation. It argues that the original version of CITIES did not acknowledge a positive role for trade, but that it has evolved and developed a range of tools and mechanisms for achieving conservation goals. It further discusses the attempts to assess how effective these trade measures are in promoting conservation goals and how they address the relationship between conservation and economic development.
