This paper discusses the community-based approach to forest management. It argues that policy development has involved many unknown aspects and that has prompted the need for a learning process orientation and a lot more flexibility in converting policy into practice. It further assesses the progress in implementation of the approach and examines the options and challenges for the future based on two opposite cases of the community forestry spectrum, Cameroon and Nepal.
