This paper discusses the effective ways of incorporating environmental issues in the program aid and the Sector-Wide Approaches (SWAps). It argues that poor people are particularly dependent on natural resources for their livelihoods and stresses the importance of understanding the environment-poverty links. It further explores a series of opportunities through which donors can incorporate environmental considerations into the new architecture of aid.
