This paper discusses the challenges of addressing poverty in rural areas. It argues that the location of poverty is significant, as the majority of the poor are to be found in areas weakly integrated into markets. It suggests how production-focused strategies can be reformulated to incorporate elements of social protection, examines the type of planning and delivery mechanisms that would be appropriate and indicates areas where new knowledge is required and additional capacity needs to be built.
