This study examines what an appropriate policy environment should look like to stimulate pro-poor agricultural extension and growth. It argues against heavy state subsidization projects as well as large-scale privatization initiatives. Instead, the authors argue that the challenge lies in identifying appropriate private and public roles and partnerships between them. Moreover, the authors highlight the need to reduce the risk of "durable disorder" to which remote areas and the poor are especially susceptible.
