This paper discusses whether Area Development Projects (ADP) can improve their performance against the conventional mandate of reducing poverty within specific geographic areas. It argues that Poverty Reduction Strategies (PRS) are weak on the practical arrangements for delivering poverty-focused initiatives, whereas, the ADPs have considerable potential to inform PRS within the 'new architecture' of aid. It primarily focuses on how the performance of ADPs can be strengthened, and how they might be re-tooled to address wider issues of poverty reduction.
