This paper focuses on the role of enabling environments for agricultural technology development in sub-Saharan Africa. It explores three interrelated elements of agricultural technology: regulation, public agricultural research and enterprise development. The author also examines the performance of national regulatory agencies, intellectual property right protections and bio-safety standards. The paper provides a number of examples and opportunities for intervention and concludes by suggesting strategies for donor support.
