This paper discusses the efforts to strengthen decentralized institutions to support local development in Southern Africa. It argues that often resources do not reach citizens at the community level but are instead used by the meso-institutions. It summarizes ongoing efforts to develop and implement systems of community-based participatory planning (CBP) in Ghana, Uganda, South Africa and Zimbabwe and explores how community involvement in planning and management can link to decentralized delivery systems.
