This paper takes an in-depth look at challenges policymakers face in reducing poverty in rural areas with reference to subsidies. The paper argues that subsidies need to play a crucial part in 'kickstarting' food grain supply chains. The study draws on evidence from a case study on India and examines lessons learned from Malawi and Zimbabwe. The authors emphasize the importance of agricultural development in driving growth in poor rural areas.
