This publication analyzes the role of farmer organizations (FO) in supporting the agricultural development of smallholder farmers in sub-Saharan Africa. The paper draws on evidence from research conducted on FOs in Malawi. It argues that governments have a specific role to play in establishing and enforcing an appropriate legislative environment to assist FOs in development activities.
