This paper compares the 'traditionalist' and 'modernist' viewpoints on the role of chieftains and elders in Africa's political systems. It finds that positive attitudes toward these groups are not incompatible with democracy. The author argues, instead, that 'traditional leaders' draw their legitimacy from similar wells as do elected officials. The study is informed by Afrobarometer survey data.
