This paper explores the extent to which Mozambicans' pattern of "uncritical citizenship" is a function of living in a low-information society. Mozambique, in comparison to other developing countries, has low rates of formal education, literacy and access to news media. The authors argue that the condition obstructs civil participation and undermines government accountability.
