This paper tests the assumptions of an institutional perspective on democratization in South Africa. Institutional theory predicts that building democratic political institutions generates greater demand by members of a society for democracy. The author argues that this development has not transpired in South Africa and concludes by suggesting three possible reasons for the disparity.
