This paper examines the conditions that promote positive perceptions of government, which in turn generate support and compliance for government actions. The authors argue that legitimacy as a feature of government reduces the transaction costs of governing by reducing reliance on coercion and monitoring. It scrutinizes its argument using Afrobarometer survey data.
