This paper examines what the implications of welfare state retrenchment in Africa, brought on by neoliberal reform, are for perceptions of citizenship in Africa. It investigates what factors produce different local experiences with public policy and administration and how these affect Africans' conceptions of citizenship. It focuses particularly on micro-level dynamics. Afrobarometer survey data informs this study.
