This paper discusses the extent to which citizens can access public services and interact with the state in South Africa. It reveals that despite the government's substantial investment in the country's public services, the degree of ease of access and interaction has remained unchanged, based on data from a 2006 survey. Many citizens, however, report significant difficulties, especially in obtaining help from the police forces.
