This paper examines the status of El Salvador's Millennium Challenge Account program. The author aims to highlight the successes and challenges of a strengthened country-focused model of development as well as to provide solutions to issues facing the Millenium Challenge Corporation (MCC), the US program responsible for delivering aid to developing countries.
