This paper discusses strategies for gauging both traditional values and attitudes to democracy across nations. The authors are concerned with the reliability and validity of national surveys previously undertaken in Asia and Africa. They focus on data from two case studies: South Korea and South Africa. The report concludes that in both cases there is a need to develop better composite measures of cultural values, traditional or otherwise.
