This paper examines deficiencies in multiparty elections in Africa. The authors focus on aspects of governance and accountability in the states' transition toward democracy. The analysis draws on the results of interviews conducted in 2005-2006 in 18 African countries. The report offers recommendations for initiatives to assert citizens rights.
