This working paper contests the popularly accepted idea that skilled worker movement leads to brain drain. The authors explore this idea in the context of tertiary educated workers in Fiji and their patterns of movement. They conclude that the connection between the movement of skilled labor and brain drain is not as absolute as generally supposed.
