This publication argues that South Asian leaders will face a trade-off between traditional desires for energy self-sufficiency and their ambitious development targets. According to the author, satisfying the region's growing demands will require a heightened degree of energy interdependence among historically antagonistic states. He examines the multifaceted causal connections that exist among economic development, energy supplies, and security and stability. He analyzes how these dynamics are likely to affect South Asian states' decision-making as well as their implications for US policy.
