This paper describes France's transformation of its national security strategy, structures, capabilities, and of its relationships with allies and partners. The author examines President Nicolas Sarkozy's reform policies, and especially the 2008 White Book on Defense and National Security, which is designed to serve as the overall blueprint for the transformation process. He then analyzes domestic reaction to the reform package and implications for US defense interests.
