This paper examines the shift taking place in the world economy to which the multilateral trading system has failed to adapt. The authors argue that the Doha process focused on issues of limited significance while the burning issues of the day were not even on the negotiating agenda. Among the topics they put forth for discussion are resource scarcity, obsoleteness of the traditional negotiating dynamic and the inter-relation among food, energy and economic security.
