This report documents the outcomes of a Lowy Institute conference on labor mobility held in June 2008 to examine a potential seasonal labor scheme for Pacific Islanders in the Australian horticulture sector. The author discusses Australian labor requirements, draws on New Zealand's experience and examines pilot seasonal labor programs. It concludes that the social and economical benefits of the introduction of such a scheme far outweighed the administrative costs.
