This paper discusses the requirements for a global expansion of nuclear power to be proliferation-resistant in the long term. The authors discuss the scale of nuclear expansion and proliferation resistance, outlining five possible scenarios to discuss the issue of terrorist threats in the context of proliferation resistance.
