The publication explores policy options for security sector reform and transparency building in Moldova and the Ukraine. The authors highlight also lessons learned from neighboring states: Slovakia, Romania and Bulgaria. The report concludes that the effects of dual NATO/EU enlargement for Moldova and Ukraine have been mixed.
