This publication explores Turkey's civil-military relations in the context of EU accession. It identifies four weaknesses in debates about democratic governance in the security sector: a lack of information; a static perspective; too much emphasis on institutions and too little on behavior; and a failure to attract key players and wider public into the debate. The authors offer ways of overcoming these afflictions.
