The publication discusses findings from two study groups set up on extending security cooperation and defense arrangements (ESCDA) in Southeastern Europe. The study groups covered a range of issues including organized crime and corruption as well as security sector reform. It concludes that both perspectives generate meaningful policy recommendations.
