The publication discusses civil-military relations in Bulgaria before and after its transition to democracy. The author discusses defense budgeting and spending during the communist era. Then, western models are contrasted with Bulgaria's defense organization. It concludes that the budgeting process in Bulgaria could be improved by further refinement of legislation.
