This paper examines the importance of EU external cooperation in the field of criminal justice and counterterrorism. It goes on to look at the effect of counterterrorism policy on the listing of terrorist organizations. The author highlights the problem of accountability for human rights abuses especially with regard to international counterterrorism efforts and rule of law missions. This matter is particularly pressing as the EU is not a signatory to the European Convention on Human Rights (ECHR) and because the EU Charter is not yet binding. All of these issues are addressed broadly and with a specific focus on EU-Canada cooperation.
