This brief scrutinizes President Asif Ali Zardari's address to both houses of Pakistan's parliament. It considers Zardari's vision for the parliament and an independent judiciary and touches upon the issue of separatist regions within Pakistan, including Balochistan and the Federally Administered Tribal Areas (FATA) of northwest Pakistan. Ultimately, the author is skeptical of Zardari's plan and argues that although his policy prescriptions look good on paper, their implementation is likely to be fraught with pitfalls.
