This paper examines the incidence of terrorism in post-Suharto "New Order" Indonesia from 1998 to 2005, and considers the new government's policy initiatives aimed at curbing its emergence. The author's research focuses on underdeveloped West Java and investigates the nexus between poverty and terrorism. The paper finds that to check terrorism's advance, economic development and poverty reduction programs need to be expanded and the government must improve its governance practices in West Java.
