This paper assesses the outcome of industrial development strategies in western Chinese provinces since 1999. It finds that the western development strategy based primarily on investment expansion has, with respect to the rest of China, yielded strong growth. However, it lags behind when it comes to efficiency gains. The author calls for better management practices and underscores the need for technological progress.
