This paper considers the effects on Asian governments, economies and communities of multinational corporations offshoring innovation efforts to Asia. It provides a brief sketch of the characteristics and drivers of innovation offshoring, introduces the concept of 'industrial upgrading,' and concludes with some generic policy suggestions. In part, the author argues that there exists reason for cautious optimism that innovation offshoring helps develop a host country's innovation capabilities.
