This policy brief discusses the lack of support for India's around 100 million circular migrant workers. Rejecting policies to 'keep them in rural areas' as unrealistic, the brief identifies the kinds of migrant support that is needed if migrants are to continue adding to economic growth, but at lower personal cost. The authors conclude with policy recommendations.
