This report analyzes the institutional development in the Commonwealth of Independent States (CIS) countries and its convergence towards EU standards. It examines the external and internal drivers of institutional change in transition countries. Additionally, the authors examine institutional reform under weak conditionality of the European Neighborhood Policy framework.
