This paper outlines three major challenges for civil-military relations in the context of irregular warfare. According to the author, the first key challenge is how to measure progress. A second major challenge centers on choosing leaders for irregular warfare and stability and reconstruction operations as well as how to produce civilian leaders capable of asking the right and most difficult questions. Finally, a third significant challenge is how to forge integrated strategies and approaches, emphasizing professional relationships instead of organizational fixes.
