This paper outlines implications of the EU's failure to achieve consensus on institutions. Without adequate institutions to formulate and implement a common foreign policy, the author argues, the EU cannot make effective use of military force. Accordingly, Europe's ability to work with, and influence, the US is limited by its self-imposed weakness in international security. He speculates that the US may have no choice but to turn to Asia for support if it wishes to remain an international arbiter, which consequently would signal an end to the Euro-American alliance.
