This paper considers the oversight of biotechnologies that could be used as weapons of mass destruction. The author argues too little oversight exists to counter effectively the threat of potentially harmful biotechnologies. The paper surveys the essential features of a biological weapons attack and considers some of the problems likely to arise in countering it. It concludes by offering recommendations for a more robust oversight arrangement.
