This paper examines the need for oversight of biotechnologies that could pose a danger to public health and outlines a possible oversight system. It first defines and measures the relative gravity of various biotechnology research areas, and calls for oversight at the local, national or international level depending on each research area's degree of risk. It sets forth, moreover, the peer-review Biological Research Security System (BRSS) as a possible arrangement for the oversight of dangerous biotechnologies.
