This paper considers the transformation of security threats in tandem with human development since the end of the Cold War. The authors argue contemporary security threats are dispersed in nature, linked closely with economic development, and likely to be unmanageable in the event of conflict by a classic national military structure. The authors put forth the concept of 'constructive transformation' to address the changing nature of security threats, and to encourage international cooperation to redefine security concerns and adopt effective countervailing measures.
