This paper mulls the re-establishment of an acceptable international regime to promote the reduction of national nuclear warhead stockpiles. For examination, it breaks nuclear warhead reductions into three tiers: regimes, verification approaches and associated technologies. The author proposes that with existing technical capabilities, it is fully possible to design a verifiable regime with adequate confidence-building measures to ensure the irreversible reduction of nuclear warhead stockpiles.
