This paper discusses the potentially constructive implications for international security of the 2003 Iraq War. The author argues the Iraq experience may catalyze a conceptual transformation of the fundamental purposes and organizing principles of international security. Issues surveyed include nuclear weapons, biotechnology, space activities and global warming.
